Based on involvement with a previous accident investigation caused by a ruptured fuel supply line, I believe that the regulation [14CFR 33.17(f) ] should stipulate that the nacell or shroud drain (s) have the capacity to drain overboard, the maximum volume of fuel supplied to the engine or auxiliary power unit. This will preclude any accumulation of fuel (which was the root cause of the accident investigated).
