This altitude change will have a detrimental effect on traffic between Southwestern
Indiana, Kentucky and Indianapolis. Not long after 9/11/2001, there was
a "Temporary Flying Restriction" in this area, and the operations at Crane were
unchanged. During this multi-year "temporary" restriction, there were many, many
inadvertent violators of this area, mostly because it encompassed quite a bit more
altitude than the Restricted area.
While I don't believe the 1 mile radius change will affect as many aviators, the
altitude limit will ABSOLUTELY affect many pilots. The state of Indiana finally
managed to get an airline to start flying between Evansville, Indiana and
Indianapoils. This airline (and many other pilots) uses the exact route over Crane
NSWC, and is unable to fly above 9000 feet, so this change will remove 1/3 of the
airspace available to them. During conditions where icing conditions exist, they
will be unable to descend if they encounter hazardous ice above 5000 feet --
EXACTLY where they will be REQUIRED to fly if this is enacted.
PLEASE don't raise the vertical limits of this Restricted area to needlessly
endanger pilots and passengers. PLEASE find a way to keep this area below
2900 feet MSL. Staying below this altitude will be extremely helpful for pilots,
passengers, and the general public.
