Jon, while I disagree that this ADB-B mandate provides documented benefit to most GA pilots (my official response is still in work), your view of the two ADS-B formats raises the question on whether the system should be in the deployment phase (See recent ITT contract award) if there are substantive operational/compatibility issues such as those raised in your comment.
