Formal comments attached. Summary: This NPRM is bad for the GA community and offers no to minimal benefit for a costly mandate. The cost-benefit info is questionable. Assumed safety benefits are flawed. It applies the mandate in airspaces that are not needed (Class B and C, in the 30 nm Mode C veil and above 10,000 feet MSL).
