Although ADS-R may increase the cost of the system at initial installation, the investment will pay for itself over and over in the future due to the flexibility it will build into the system. ADS-R gives us the ability to incorporate additional data links in the future, therefore allowing better price/performance evolution due to the ability to phase in new technologies as they become available. ADS-R will allow for continuous imporovement of the ADS-B system with the least cost and best opportunity for innovation. As further covergence takes place between now disparate information and telecommunications technologies, great strides will be made to lower cost and increase performance. We should adopt a flexible system such as ADS-R to allow those improvements to be able to be incorporated for as low cost and as soon as possible.
