In the proposed NPRM, SB 747-53A2703 rev.1 is referred. We agree that
compliance requirements should be referred to SB rev.1. However, there is no
difference of inspection and modification requirements between SB org. and rev.1.
To reduce unnecessary operator action, we propose that one paragraph should be
added in the expected AD as follow:
Actions accomplished before the effective date of this AD according to
Boeing Alert Service Bulletin 747-53A2703, dated February 14, 2008, are
considered acceptable for compliance with the corresponding actions
specified in this AD.
