CFM comments for FAA NPRM 2008-NE-03-AD Applicability of the AD: The applicability of the AD is written to cover all the CFM56-5B/P familly (11 engine models) without distinguishing between Commercial and Corporate applications. CFM agrees that all 11 engines models being certified for Commercial application need to be covered by the AD because they were initially certified with a "No Limit" life. Therefore current situation with repetitive inspection threshold and interval is more restrictive than initially. However CFM disagree for the engine models certified for Corporate application. Only CFM56-5B6/P and CFM56-5B7/P engine models certified for Corporate application need to be covered by the AD because they were initially certified with a 22,500 cycles life and now have a first inspection at 19,000 cycles therefore current situation is more restrictive than initially. All the other -5B/P engine models in Corporate application have directly been certified with the first inspection at 19,000 cycles, and therefore do not need to be covered by the AD because current situation is not more restrictive than initially.
