May 23, 2008 Ref: Docket No. FAA-2008-0182 Directorate Identifier 2007-NM-262-AD U.S. Department of Transportation Docket Operations M-30, West Building Ground Floor, Room W12-140 1200 New Jersey Ave. SE. Washington, DC 20590 The NPRM, Table 1 – Initial Inspections; lists two tasks (28-41-01-720-001-A00 and 28-41-01-720-A00) that are related to a functional check of the component rather than the aircraft system. I think that the AD should identify these two components by part number and require that the inspection be accomplished “before the component accumulates 10,000 flight hours since the last functional check which complies with the requirements of the FSL’s as defined in the Parker CMM, or since new”. The compliance dates seem confusing. The “Grace period” in Table 1 states; “Within 90 days after the effective date of this AD. The effective date of the AD is not stated. Also, in Paragraph (f) (2) it states “Before December 16, 2008, revise the ALS of the ICA…. “. I am assuming that this is referring to the operator’s ICA. Also, it is not clear how this relates to the “Grace Period” listed in Table 1. I would suggest that the AD states that as of December 16, 2008, any inspection over the defined initial inspection, listed in A.2.5.2 of the MRBR, be accomplished within 90 days of that date (12/16/2008). As a result of this revised or similar statement, I believe that Table 1 would not be required.
