NPRM 2008-0265 proposes to supersede Airworthiness Directive (AD) 2003-11-11
that
applies to certain Bombardier Aerospace Model CL-600-2B19 aircraft. The NPRM
would mandate the incorporation of Bombardier Service Bulletin 601R-32-093,
revision
B dated July 14, 2005 within 6 months after the effective date of the AD (as the
terminating action for the MLG main fitting inspections on P/N 601R85001-3/4
(Messier-
Dowty P/N 17064-101 through 104)).
Effective on the same parts, AD 2007-01-07 also mandates the incorporation of SB
601R-32-093, revision B. This AD became effective February 16, 2007 and its
compliance date is May 16, 2008. This compliance date is 9 months later then
the date
agreed by Messier-Dowty, Bombardier Aerospace and Transport Canada (AD CF-
1999-32R3) based on careful consideration of fleet safety, MLG supplier
capability/logistics and operators overhaul facilities capacity.
The Bombardier Aerospace position, which is supported by Messier-Dowty, is that
the
subject NPRM compliance date should be harmonized with AD 2007-01-07 (ie no
later
than May 16, 2008). We consider that different compliance dates for the same
Service
Bulletin will create confusion amongst US operators and unnecessary burden for
all
parties involved.
Bombardier Aerospace also wants to bring to the FAA’s attention that AD 2007-01-
07’s
applicability (serial number 7003 through 7067, and 7069 through 8999 inclusive)
covers the whole fleet of CL-600-2B19 aircraft since A/C 7068 is a hull loss and
the CL-
600-2B19 aircraft series ends at S/N 8999. Consequently every CL-600-2B19
aircraft
equipped with main landing gear main fitting having part number (P/N) 601R85001-
3/4
(Messier-Dowty P/N 17064-101 through 104) will need to comply with AD 2007-01-
07
by May 16, 2008. The NPRM’s applicability will not cover additional CL-600-2B19
aircraft.
