Midwest Airlines has two comments pertaining to NPRM 2008-NM-002-AD.
1. The compliance time should be changed to one of the following:
a. Complete the inspection and modifiaction within 27 months of the
effective
date of the AD.
b. Complete the inspection and modification within 3,000 flight hours or
27
months, which ever occurs later from the effective date of the AD.
The reason for the above, Midwest Airlines currently has a utilization of
3,450.00
flight hours per year, if left as is, this would require the compliance for all
aircraft
to be accomplished in less than 1 year. Furthermore, Midwest Airlines has
looked
at some of the aircraft for interference and none was noted.
2. Estimated hours to accomplish.
a. Insepction:NPRM indicates 1.0 labor hours, Boeing S/B indicates 2.4
to
11.9 labor hours, based on findings. We believe the S/B is more accurate.
b. Modification: NPRM indicates 4.0 labor hours, Boeing S/B indicates
5.4
labor hours, again we believe the S/B in more accurate.
With the above stated, the Modifcation hours are close, however the
inspection
hours listed in the NPRM do not reflect the posible outcome of the
inspections.
