These comments are being submitted on the behalf of Comair, Inc.
This comment is a request to remove the wording “before further flight” found in
Paragraph (f)(1)(ii).
In preparing for this NPRM a maintenance records review has revealed Comair has
52 installed ADG’s which fall within the serial number ranges listed in the Service
Bulletin 601R-24-113 Revision A. Since it has already been determined that 52
installed ADG’s fall with the serial number range of those listed in the SB, at what
point does the “before further flight” take affect?
Operators should also be afforded the opportunity to deploy the ADG, inspect the
identification plate, and if the “24-2” is not present, be allowed to re-stow the un-
modified ADG, if materials and/or time does not permit performing the modification
or for any reason, and to reschedule the modification at another date within the 12
month compliance time.
Paragraph (f)(1) establishes a compliance schedule of “Within 12 months after the
effective date of this AD inspect the SN of the installed ADG.” I believe the intent,
of this proposal and the final rule, is to inspect the identification plate and to
perform the wiring modification, if necessary, within 12 months after the effective
date of the AD.
For the above stated reason, the request is being made to remove the
wording “before further flight” as found in Paragraph (f)(1)(ii) from the corresponding
paragraph in the final rule.
