What is the mission of the FAA? Is it not to promote safety in air travel? It is doing
an admirable
job at that, but what does the 51% rule have to do with safety? It seems to me
that the rule was
designed to protect commercial aircraft manufacture. If that is so, then the FAA
has overstepped
its bounds by becoming involved with this question.
