I realize this comment is past the comment period but I would like the opportunity to comment. Confirmed based aircraft should be used along with actual airport operations. Quillayute (UIL) airport has received AIP funding. UIL has 2 based aircraft, N104CJ and N1710. We have logged all the operations for a period of one year, the total operations were 376! Any report that differs from these numbers is erroneous. UIL is the perfect example of the need to use actual uninflated numbers prior to wasting millions in funding. Thanks!
