[Docket No. FAA-2008-0981; Directorate Identifier 2008-NM-073-AD] Boeing Alert Service Bulletin 747-53A2427 (SB) Rev.4 has following critical concerns to accomplish Interim Modification per paragraph (t) and Post-Interim Modification Inspection per paragraph (u) of this proposed AD. SB Rev.4 has following concerns, 1. In figure 5, the inspection method for aft inner chord repaired area doesn't contain diagram if the area is/was repaired per appropriate SRM. (Many deviations from SB figure will be happened.) 2. In figure 4, the material 7075-T6 specified for the angles will not fit the repair area if formed in the -T6 condition due to the small bend radii required. In addtion, the instruction for shot peening is not included. 3. In figure 4, the part number of wahser including codes "E" and "F" is not correct. Boeing and JAL had discussed about this by using Boeing Service Request ID:1- 811126693. And, Boeing agreed above situation and issued 747-53A2427 IN 02, and promised to issue new revision of SB in 3rd quarter of 2008. Because Information Notice (IN) is NOT approved document by the FAA, if SB Revision 4 is mandated by prposed AD, we must request AMOCs for above deviations from SB Rev.4 for all aircraft. And, it will have big impact on many operators. Then, we strongly requests that FAA waits the new revision of SB and mandates not Rev.4 but the new revision of SB.
