This proposed rule refers to Boeing Service Bulletin 747-53A2427 Rev.5.The Rev.5 contained the revised service information(IN02).However, some issues those ANA has asked Boeing to clarify in SR ID 1-1426166238 (alternate material and the thickness of filler) were not reflected into the SB Rev.5. The changes will be made in the next revision (Rev.6) by Boeing.
When those issues were not included in AD, it will burden for all operators to request AMOCs once the proposed rule is mandated.
To reduce the work load for operators and Boeing, we request the FAA to wait the final rule until Revision 6 of the SB is released or to include the additional information into the expected final rule.
