The Operations Specifications for FAR 121/135/91K carriers would be a valid consideration to capture the data shown in the Aircraft Noise Certification Information Form (ANCIF). The ops specs provide a uniform placeholder that would require the FAA to verify, prior to issuance, the data supporting an air carrier's represenation that its aircraft meet a specific noise level. As an example, some items on the ANCIF are already captured in D085 of the ops specs. Adding the missing items to D085 or making another separate ops spec should be a consideration with the proposed rule. I think that adding yet another certification document (Air Carrier Certified Copy and other required certificates) to the aircraft is burdensome to small operators as well as larger operators when the Ops Specs could be used instead.
