I would like to propose a T-Route between Portland, OR and Seattle , WA. Currently, the lowest MEA between the two cities is 6000 ft msl. The problem with that is the Northwest spends 50% of the time between November and March in icing conditions. Climbing to 6000 feet puts you in known icing for almost all of this time span. The elevation between the two cities along the I-5 corridor is only a few hundred feet. By following a specified t-route, it would be easy to maintain the minimum 1000 foot clearance required. The only issue would be radio communication. In my experience, 3000 feet provides 100% radio coverage in this area. I have flown the path many times at 3500 with flight following and never had any issues with radio communication. Thank you for your time and consideration.
