We find inconsistancy in the flight hours or flight cycles compliance methods. If we use flight hours as described in the NPRM at 52,000 flight hours ASTAR Air Cargo will have 24 aircraft that will require an initial inspection within 4000 flight hours/3000 flight cycles. If we use flight cycles as described in the NPRM at 39,000 cycles ASTAR Air Cargo will have 8 aircraft that will require an initial inspection within 4000 hours/3000 cycles.
