REF/A/ 2008-NM-171-AD REF/B/ SB 747-53A2753 JAL reviewed datum NPRM and would like to comment following issues to accomplish REF/B/. REF/B/ does not show access/restoration to accomplish frame structure inspection. At least access/restoration information should be shown on REF/B/ or it cause lot of burden to operator such as engineering cost, validation etc. JAL informed Boeing during meeting to develop access/restoration/functional/operational check procedure and Boeing positively mentioned JAL that Boeing will develop them for REF/B/. Therefore JAL would like to ask FAA to wait AD issuance until REF/B/ Rev.1 issuance which inculudes access/restoration/functional/operational check for doing frame structure inspection. JAL Masami.
