I was reviewing the new NPRM 2009-NM-043-AD (Docket No. FAA-2009-0615) and had one question from the wording of paragraph 2.(f)(3) which states: As of the effective date of this AD, do not install an IPECO pilot or co-pilot mechanical seat P/N 3A218-000X-01-1 on any airplane, unless the seat has been inspected and modified, as applicable in accordance with Airbus Mandatory Service Bulletin A300-25A6210 (in our case) dated July 9, 2008. The above referenced SB A300-25A6210 performs inspection only and replaces the spring(s) if found damaged or missing and does not accomplish the modification which is per Airbus SB A300-25-6214. So is the intent of the above paragraph to state "unless the seat has been inspected"? (the word modified should be removed). Please clarify.
