Regarding the service information, minor discrepancies exist.
Both A310 and A300-600 bulletins imply that configuration 1 inspection is one-time and the other configurations are repetitive [see step 3.B.(1)(b)1 of the SBs]. This is unimportant as the AD mandates the repetitive inspection. However, SB A300-54-6015 R02 paragraph 3.E. Close Up of the Accomplishment Instructions calls for the access panels to be removed, rather than being installed.
I suggest that paragraph (f) (1) of the Final Rule be revised to state " ... perform a detailed visual inspection of the pylons 1 and 2 side panels (upper section) at rib 8, in accordance with ** paragraph 3.B. of ** the Accomplishment Instructions of the applicable service bulletin identified in Table 2 of this AD."
