Fedex Express appreciates the opportunity to comment. Please consider that aircraft that are in storage may be in a non-compliant configuration. This would require a ferry flight after the 36 month compliance date. It would be preferable if the AD stated for those aircraft in storage that a one-time ferry flight or flight to a maintenance base was acceptable.
