The A.D. stems from two field reports of control wheel shafts that were assembled incorrectly at piper. The words incorrectly at piper pops out to me . why should I cover the cost of pipers mistake? The faa should tell piper to cover the cost, not the airplane owner. If the owner must pay there is something wrong with your system.
