As a pilot and aviation consultant I strongly support the FAA's proposal to establish a Class E Surface Area at Monterey, California Airport (KMRY) during the hours that the air traffic control tower is closed.
1. The ILS minimums for Runway 10R are well below the base of the overlying Class E 700-foot transition area, thus during low ceiling conditions it is hazardous to fly in instrument conditions in Class G airspace.
2. The RNP SAAAR approach to Runway 28L is a very demanding procedure that needs to be wholly contained within controlled airspace for both reasons of safety and operational issues.
