Clarifying Question Submission: Do these new regulations apply to pilots that work for a 121 operator but train and fly exclusively under 14 CFR Part 61/91, since they are not subject to the cross part operations cited as justification for NRPM? If not, the Applicability section (FAR 117.1) should be clarified by changing the second sentence from "all flightcrew" to "all part 121 qualified flightcrew".
