My employer...a major US carrier...has indicated the FAA may to regulate the pre-flight activities/locations of individual pilots who live more than two hours (via surface transportation) from their home base airports. Such regulations would be unprecedented, unenforceable, and unconstitutional. The FAA cannot eliminate every risk in aviation. Attempts to regulate pilot rest should remain focused on flight duty times, minimum layover times, and fatigue limiting scheduling requirements. These are areas the FAA can have an impact.
