The effectivity should be changed to say: (c) This AD applies to certain NLG and NLG selector valves, P/N 750006000 (601R75146-1) identified in Bombardier S/B 601R-32-104 dated March 3, 2009 when installed on Bombardier, Inc. (Type Certificate previously held by Bombardier Aerospace, Inc.; Canadair) Model CL- 600-2B19 (Regional Jet Series 100 & 440) airplanes, serial numbers 7003 and subsequent; certificated in any category. Par (f)(3) grounds the aircraft if the inspection of the selector valve is in the range of affected serial numbers, does not have the suffix "T" or is not identified as having S/B 750006000-1 incorporated. This would be in direct conflict with par (f)(1) unless the intent is to wait until a part or parts are available prior to doing the initial inspection. Par (f)(3) does not allow for planning to meet the intent of the proposed AD as it causes the inspection as to applicability to be delayed. We request the statement "Before further flight, after doing the inspection required in paragraph (f)(1) of this AD," as this statement is not in the MCAI and or service information listed in the Canadian AD CF-2009-19. There does not appear to be enough time and available spares to do the inspections, remove all the affected serial numbers which fail the test and send them to the vendor for repair. Your stated costs of compliance indicates the quantity to include only the affected aircraft and does not take into consideration that there are two units installed on each aircraft making the affected components by part number 750006000 (601R75146-1) to be 1304. We request the time for compliance be extended. Again, thank you for the opportunity to comment.
