When AD 2004-16-12 was published in the August 17, 2004 Federal Register (Volume 69, Number 158, Page 51004), Section 39.13 was amended by removing amendments 39-12091 and 39-12159. Amendment 39-12091 was AD 2001-02-07 and Amendment 39-12159 was AD 2001-06-12. Therefore, ABX believes AD 2001-02-07 and AD 2001-06-12 do not exist in the regulations anymore and should not be referenced in new regulations. ABX recommends AD 2001-02-07 and AD 2001-06-12 should be removed from paragraph (b) and (k) of AD 2010-03-08 and in their place, superseding AD 2004-16-12 should be referenced.
ABX has two AMOCs to AD 94-11-02 and were approved to AD 2003-03-02 by paragraph (o)(2) of AD 2003-03-02. One AMOC is used during the repetitive inspections and the other AMOC is used during pin removal. Now it is unclear if the AMOCs are approved due to the wording of AD 2010-03-08, paragraph (r)(4). One AMOC is used during the repetitive inspections when there is no crack or corrosion findings. This AMOC was used during the actions specified in paragraph (h) of AD 2003-03-02 and is used during the actions specified in paragraph (p) of AD 2010-03-08. ABX requests Paragraph (r)(4) be changed to: “Alternative methods of compliance, approved previously in accordance with AD 2003-03-02 and AD 94-11-02, are approved as alternative methods of compliance with the applicable actions specified in this AD.”
