This NPRM states in paragraph (g)(3) “…apply corrosion inhibitor compound, in accordance with the applicable Bombardier modification summary package…Applying corrosion inhibitor compound is a terminating action for the requirements of this AD.”

In service ModSum No. IS67052110074 Rev. A1 states in step 8. “Close-out inner skin (REF: Drawing 601R31902 and Drawing 601R31702).” This drawing specifies certain rivets to be installed.

It is American Eagle Airline’s perception that if the next nominal fastener is required, an alternate method of compliance (AMOC) must be obtained. If this is the case, there is a potential for several AMOC’s being required to complete this modification since this modification involves drilling out and reinstalling a large number of fasteners.

AEA requests the proposed AD include provisions for oversized rivets and/or repairs for the inner skin when required. This will reduce the number of AMOC's required and increase efficiency when accomplishing this modification.

If you have any questions, please let me know. Thank you.
