As I read through the NPRM for SFAR no. 110 I’m concerned about the general statements that the FAA certifies that this new ruling will not have any detrimental affect on a substantial amount of small entities, (page 16 near the bottom) and no economic factor other than the time it takes for one person from each organization affected to fill out the form, (page 13). If this rule comes into affect, the one “small entity” that provides thousands of flights yearly to the totally civilian, non-military associated, non-political, humanitarian work will not be able to operate, and over 100 aid agencies will not be able to reach 10 of the most remote airstrips in the country or have reliable service to most of the other airstrips.
