I believe that the FAA should review this AD with serious consideration. In Europe, the aircraft undergo several tens of thousands winch launches to be towed in the air. In the USA, a substantial number of Blanik L-13’s are only towed via aerotow, producing very little stress on the aircraft. Furthermore, the aircraft in Europe tend to have a substantial number of hours on them that exceed over 5,000 hours and over 30,000 launches. In the USA, many Blanik L-13’s are still substantially under 3,000 hours TT. Furthermore, a great majority of the US Fleet do not fly aerobatics with these training gliders. Please consider these points when reviewing the future outcome of this AD.
