Proposal to rescind AD 71-13-01:
It appears that the basis for rescinding AD 71-13-01 is because it does not reference the proper Service Bulletin. It does not indicate that the level of safety concern has changed. In fact it indicates that the manufacturer has issued Mandatory Service Bulletin SB # 342F. It appears that the FAA has flawed logic as it pertains to this AD.
Mandatory service bulletins are not mandatory. AD’s are mandatory. It is in the best interest of safety to revise AD 71-13-01 to reflect the current service bulletin, and address any other issues that may have been discovered since its issuance.
