2010–CE–042–AD This AD relates to the L-13 Blanik Glider and was an emergency AD issued due to an inflight separation of a wing on an L-13 in Europe. The FAA has adopted the EASA 2010–0119–E which required a SPAR inspection and imposed operational limitations. FAA also adopted AD 2010–0122–E which extended the AD to all model L-13s and required additional examination of the A/C records to determine if it had exceeded any of 3 tests; (a) winch launches vs tow launches, (b) % of acrobatic flights > than 2%, and (c) dual flights vs solo flighs > than a threshold. If the records are not available then the A/C is grounded pending an AMOC. These ADs effectively ground the fleet of 218 L-13s in the US. I urge the FAA to solicit an AMOC so we can safely return our fleet to flying status. 218
