In my opinion two items will make this industry as safe as you can make it. An auto pilot and night vision goggle. Then raise weather minimums to 1000 ft and 3 miles day, 2000 ft and 5 miles night. Operators may miss a few flight each year due to the raised weather minimums, but lives will be saved. When a pilot is inadvertent IMC and loosing control of an aircraft HTAWS will tell him or her what they already know, they are about to hit the earth. Raise the weather minimums for VFR operators and you will save lives, it is that simple.
