Topic – Dispatch Center: 1. The NPRM posits an Operational Control Center to confer with the PIC and offer advice regarding flights. 2. The NPRM should require a Dispatch Center. A certificated Dispatcher should plan and evaluate the entire flight, just as done for Part 121 flights, before contacting the PIC to seek concurrence and request the flight be launched.
