AD 2010-23-03, effective on November 22, 2010, requested comments on the rule that requires repetitive testing for correct functioning of the engine indication and crew alerting system (EICAS) to ensure that it receives both the LOW FUEL and FUEL CONFIG discrete signals from the fuel quantity processor unit, and alerts the flightcrew of a low fuel situation, and if the test fails, troubleshooting to find wire faults and damaged equipment, and corrective actions if necessary. United Airlines (UA) offers the following comments. 1. Paragraph (i)(2) of the AD requires, before further flight, to do corrective actions using a method approved by the Manager, Seattle Aircraft Certification Office if, during any troubleshooting required by paragraph (h) of the AD, any wire fault or damaged equipment (including bent connector pins) is found. Instead of requiring the operators to request for approved method of compliance for paragraph (i)(2) of the AD, UA suggests that the AD specify the approved method of compliance in this paragraph. 2. Note 1 in paragraph (i)(2) of the AD made reference to “Section July” of Chapter 28, Subject 28-41-00, of the Boeing 767 Fault Isolation Manual. UA believes that reference to “Section July” is unintended and needs to be corrected to avoid confusion.
