Without modifications it is possible to fly east or west underneath the floor of the Palatka 1/2 MOA and between R2907 and R2906 via well defined visual checkpoints.
The proposed modification will prevent this method of VFR transit and increase the distance ,fuel and cost for a flight say from Flagler county or any number of private fields on the east or west side of this area to the opposite side of the MOAs and subject restricted areas. Any flight from the west or east side of the Palatka 1/2 MOAS would require a long circumnavigation of these areas if the proposed rule is enacted.
Limiting the floor of the proposed R2907 and R2910D modifications to coincide with the floor of the MOA in those areas (3000 ft) will allow for safe VFR flight underneath the MOA and modified R2907 or R2910D.
