United Airlines (UA) concurs with the contents of the proposed rule and offers the following comments.
1. The header before paragraph (g) of the proposed AD reads “Restatement of Requirements of AD 96-26-06, Amendment 39-9870”. UA recognizes that AD 97-26-07 superseded AD 96-26-06. However, shouldn’t this header refer to AD 97-26-07, Amendment 39-10250?
2. Boeing issued Alert Service Bulletin 747-28A2204, Revision 2, dated September 1, 2005, which is FAA approved. The FAA also approved this service bulletin revision as an alternative method of compliance to the requirements of paragraph (a) AD 97-26-07. UA suggests that reference to Boeing Alert Service Bulletin 747-28A2204, Revision 2, dated September 1, 2005, be made in paragraphs (g), (i), (j), and (k) of the proposed AD.
3. UA believes that Boeing is developing a solution that would terminate the inspections required by the proposed AD. UA suggests that the terminating action be included in the proposed AD.
