As an AMT since the 1960's, and a safety champion; there is a need for clarification of some language or terms in Part 39; to enhance the ability to fully implement the process for its intended purpose.
Review the attached comments seeking consistency in interpretation and implementation, when compared to the existing rules and procedures of the Aviation Maintenance Technician, as well as those applicable to the owner/operator.
