The way it has always been understood, is a part number or serial number that an AD applies to, will continue to apply if that part number or serial number part is still in service. Even if it has been altered. If that part number or serial numbered part is removed and a new part with a different part number or serial number is installed the AD does not apply. If this is still true what is the problem? Clarification on that issue would help in understanding of the legal interpretation.
