Regarding the Proposed Class E airspace description, the exclusion to a Federal Airway is not required in a Class E airspace description. The FAA Orders 7400.2 and 7100.9 define Class E airspace and include Federal Airways in that definition. I believe the 7400.2 goes on to say that level classes of airspace are mutually exclusive. So, "by definition" the proposed exclusion wording is not required. Have a nice day. Ask Derril Bergt in the Alaskan Region FAA offices, or Ken McElroy in D.C. if you disagree.
