Reference must be made in the AD that the specific mandatory requirements of the proposed AD, to be carried out IAW Boeing service bulletin 777-78A0065, are an interim action until the Boeing Thermal Protection System (TPS) modification bulletin 777-78-0071 is accomplished on Boeing designated: 'Group 1, Configuration 1-2, 4' aircraft. At which time, the specific, mandated inspections called up by the Boeing inspection bulletin 777-78A0065 and the AD may be terminated. The consequence will be that all Trent 800 Thrust Reversers in the world wide fleet that have already been modified to Boeing TPS modification bulletin 777-78-0071, will still be mandated to be inspected to the 777-78A0065 modification bulletin, despite the following: i) incorporation of the 777-78-0071 modification bulletin itself includes a full NDT inspection of the TR inner wall, ii) the 777-78-0071 modification bulletin enhances the thermal protection of the TR inner wall and iii) the 777-78-0071 modification bulletin itself carries with it repetitive, full inner wall inspections.
