Further to my earlier comments on this rule which requested additional information and have not been responded to as yet, the adverse noise impacts of low altitude helicopter operations are obvious and must be fully considered as per the National Environmental Policy act (NEPA).
Also Cost/Benfit analysis is necessary ( required by Federal law and regulations) so that the stated benfits of low altitude helicopter operations are weighted against the costs, especially those arising from adverse noise impacts and air polution.
