Proposed Establishment of Restricted Areas R-5402, R-5403A, et al., Devils Lake, ND

These restricted areas would pose a great saftey hazard for the increasing flow of east to west traffic servicing the oilfields. Since these UAV's would be based in GF and Fargo, it will be necessary to fly them from the base to the res areas. This is going to be a great danger to GA aircraft. It would be better to find a less cluttered area with more appropriate weather to do this training and then base the aircraft right there.
