Paul Gryko of Acorn Welding, Edmonton, Alberta, CA requested that airworthiness directive (AD) 2011-13-03 reference Teledyne Continental Motors (TCM) service bulletin (SB) 10-1. Paul requested the AD cite the TCM SB to ensure that exhaust piping, removed and re-installed to perform the AD's inspection/compliance requirements, were inspected for installation errors the SB documented as the cause of service cracking problems. The Atlanta Aircraft Certification Office does not approve of this request because a knowledge of applicable SBs is the responsibility of an aircraft owner, operator and maintainer; and, putting the onus of referencing applicable SBs upon the author of an AD would create an undue burden.
