Proposed Docket No. FAA-2011-0187; Directorate Identifier 2011-NE-07-AD is to cover CF-10E SERVICE BULLETIN - 72-0186 R00. As per § Compliance(f), the 24 fan rotor blade retainers are to be removed from service without any further details. GE recommends to do CF-10E SERVICE BULLETIN - 72-0186 R00 as soon as possible without effect on revenue service but before 1,800 hours after Service Bulletin issuance (Jan 31 2011) or before December 31, 2011, whichever comes first on affected engines that have redesigned or reworked fan rotor spinners. Regular Line Maintenance: Proposed AD is unclear about line maintenance. Until SB72-0186 done within relevant compliance time, regular line maintenance tasks such as engine's Fan blades lubrication, may be done requiring all 24 PN 2050M56P02 removal. Could operator reinstall back removed PN 2050M56P02 fan rotor blade retainers following such regular maintenance task or should operator replace parts when access? Could AD be revised in order to clarify what to do when affected parts are removed for regular line maintenance? Troubleshooting maintenance: Proposed AD is unclear about Troubleshooting. As above, unscheduled operation events such as birdstrike/FOD may lead to Fan blades replacement where affected parts are to be removed during repairs. Could operator reinstall back removed PN 2050M56P02 fan rotor blade retainers following such case provided parts passed all relevant required inspections or should operator replace parts when access? Could AD be revised in order to clarify what to do when affected parts are removed for such case? Stock: No remark It is understood that all current PN 2050M56P02 must be withdrawn from stock to avoid installation on A/C.
