Could a system be devised where a bouts the cockpit crew of an aircraft can send a signal to a airport tower when they are unable to get a response, that would set off an alarm to alert the personnel there and any other agency that would be responsible for responding to an emergency. This could be the tower supervisor, security or such. It would only take a transmitter and a special button in the cockpit. Something along the lines of a 911 call. Maybe this would eliminate sleeping controllers, or at least wake them up,
