Dear Ladies and Gentlemen As opererator of recently and thoroughly restored Aeronca 15AC Sedan N1331H I would like to contribute to a reasonable and for each and every owner/operator practicable implementation procedure for any AD that might become effective and appliccable to this aircraft type. While in 61-year-old N1331H no spar corrosion was found at all, access holes for inspection are always practical, of course. (Their number and location can be discussed.) But the suggested time frame for compliance seems unrealistic, since many operators, especially the commercial ones, might suffer from an almost immediate grounding, until the modifications have been made. Since the suggested wing spar AD has been published, the Aeronca 15AC community has been and still is spending a lot of time and great effort into seriously assessing the hard facts about the current condition of Sedan spars to be able to comment and possibly help to optimize the suggested AD and the respective compliance deadlines. Owners are reporting about their planes' conditions and current and past environment. To find the actual state of the Sedan fleet, a lot of documentation needs to be collected and evaluated which is very time-consuming. Documentation was also requested through the FOIA by the EAA, but, to my knowledge, has not been received yet. Any information is relevant, though, and deserves attention, during the creation and optimization of an AD. Assuming that the FAA will provide the requested documents, before the end of June, I therefore kindly request an extension of the comment period, until September 30, 2011.
