This proposed AD adds significant burden to affected aircraft owners, without adding significantly to safety. The number of these aircraft affected by suspect aileron flutter incidents is minimal. Existing airworthiness directive 52-02-02 is sufficient to address the possibility of aileron flutter. The proposed addition of testing the airspeed indicator and of submitting a report of all results to the FAA and Univair is excessive.
