I think that if a person or group has human space flight in mind, the rules should be similar to those for airlines. Technology will blossum in the next few years to where humans will develop the capability of taking off from the ground, entering space and returning to ground.
Certainly assending through and re-entering the atmosphere are the most challenging of any part of any space flight. I would place my focus on that portion of the ticket and rules. What type of reinforcement is required on space vehicles to ensure safely assending and returning to Earth?
We as humans don't want to be looking into the sky for spaceplanes on fire heading for our neighborhoods either. Sound silly?...It's not. There must also be Space Liner traffic controllers in the future that regulate the assending and returns of spacecraft as well.
In today's world it seems everyone wants a piece of the money making pie. Governments, federal, state and local slap so many licenses, rules, and clauses that it takes a million bucks just to engineer something, much less getting it off of the ground. Make the pricing reasonable. Don't stop the vision of affordable space flight before it starts.
As far as physical condition...I would think a standard "Sports Physical" would be sufficient. Why not?
